Virtual Villagers 2: Puzzle #4 Help

Okay, so I have read tons of things saying what to do but when I put my master scientist on the shiny blue sparkly arrow thing at the northern part of the island, but it says "Maybe a skilled scientist would understand these". I have exploration level 2 and I have done all puzzle prior to puzzle four. It is confusing me!
